01.11.2012Growth and Infrastructure Bill
The Growth and Infrastructure Bill seeks to reduce delays in the planning system and to facilitate new development, through various means. It would allow planning obligations (section 106 agreements) relating to affordable housing to be renegotiated. To promote economic growth, it makes provision for a planned revaluation of business rates in England to be postponed and to create a new employment status of employee owner. Its second reading date has been moved from 30 October to 5 November 2012.

The latest data show: Jobseekers Allowance (JSA) claimant count unemployment increased by 700 in March 2011 to 1.45 million. The wider ILO-based measure of unemployment was 2.48 million in the period December-February 2011, a fall of 17,000 from the last quarter. The number of people in employment aged 16 and over rose by 143,000 over the last quarter to 29.23 million (December-February 2011). This edition of Unemployment by Constituency contains a special section on long-term unemployment, as well as the regular monthly analysis of the national figures, and maps and tables with unemployment statistics for every constituency

Employment in the public sector fell by 45,000 over the last quarter to 6.2 million (December 2010), while employment in the private sector rose by 77,000 to 23.0 million. This was made up of a 56,000 increase in the number of people aged 65 and over in employment, while for all other age groups (ages 16-64) employment fell by 24,000.This edition of Unemployment by Constituency contains a special section on job vacancy statistics.

The EC Working Time Directive (93/104/EC of 23 November 1993), was implemented in the UK by the Working Time Regulations 1998, SI No.1833 with effect from 1 October 1998. The Working Time Directive was subject to proposals for further amendment in Europe. The proposals were considered under the codecision procedure. The European Parliament and Council could not reach agreement on the draft directive, and no compromise could be reached in conciliation. The proposal now lapses and the current directive remains in force. This Note brings together documents relevant to legislation and draft directives on the application of Working Time rules.

The latest data show: JSA claimant count unemployment increased by 2,400 in January 2011 to 1.46 million The wider ILO measure of unemployment was 2.49 million in the period October-December 2010, a rise of 44,000 from the last quarter. The unemployment rate was 7.9%, 0.1 percentage points higher than the last quarter. The number of people who have been unemployed (ILO measure) for longer than twelve months increased by 17,000 over the last quarter to 833,000.

07.10.2010Lawful Industrial Action (Minor Errors) Bill Bill No 4 of 2010/11
The Bill proposes reducing regulatory burdens on trade unions in relation to the balloting and notice requirements for lawful industrial action. It extends the provision for small accidental errors contained in section 232B of the Trade Union and Labour Relations (Consolidation) Act 1992. The burden of proof in applications by an employer to restrain strike action by injunction will be changed. The employer will have to show that the union has failed to achieve 'substantial compliance' with the ballot and notice requirements.

The Government have launched major reviews into the operation of the civil service and these include the Lyons and Gershon Reviews.

The Bill delivers primary legislation for regulations to be made extending statutory leave and pay for parents. The intention is to increase the period of Statutory Maternity Pay, Maternity Allowance and Statutory Adoption Pay to 39 weeks by April 2007 as a step toward 52 weeks by the end of the Parliament. Additional unpaid paternity leave will be introduced after further consultation. The intention is to allow mothers to transfer some of their unused statutory pay entitlement to fathers. Powers are also given allowing the scope of the right to request flexible working to be extended.
