Response

1. Total number of staff including non permanent staff.

We have interpreted “non-permanent staff” in this instance to mean those on fixed-term or Sandwich Student contract types.

This information is held by the House of Commons. The total number of permanent and temporary House of Commons staff at the time of your request is 3,074.

2. Breakdown of the profile of the House of Common staff (as a whole and by departments) for the following areas: by ethnicity, gender, sexual orientation and disability.

Some information is held by the House of Commons in relation to this part of your request.

We only hold diversity data from staff who have self-reported this information to us. There is no requirement for staff to report, but they may give us information about their ethnicity, gender, sexual orientation and disability status.
Diversity data, correct as at 30 September 2022.

Please note that some staff choose not to report all diversity data reflected in the categories shown.

Some information in the dataset has been redacted. This is because in some instances, owing to the low numbers of staff involved (fewer than 10) disclosing this data may make it possible for individuals to be identified. In particular, information about the ethnicity, gender, sexual orientation or disability status of individuals constitutes special category personal data, which under the UK General Data Protection Regulation (UK GDPR) requires extra protection. Furthermore, in other cases, the number might be higher than 10, but disclosing it would allow the precise value of other figures below 10 to be calculated. In both cases, this information is therefore exempt by virtue of section 40(2) of the Freedom of Information Act 2000 (FOIA), as disclosure of this information to the public generally, in the House’s view, would not be consistent with data protection principles in Article 5 of the UK General Data Protection Regulation. This is an absolute exemption and the public interest test does not apply.
