Please provide me with the following information on staff numbers:

    Total number of staff?
    Total number of  contractors? (to include Fixed term contracts and Interims)
    Frameworks used to procure interim staff?

    Frameworks used to procure interim staff?

    Total number of staff?

Response

Please note that we can only provide information for which the House of Commons is responsible. Staff who work in procurement, in Parliament’s Procurement and Commercial Service, are the responsibility of the House of Lords, which is a separate public authority for the purposes of the Freedom of Information Act 2000 (FOIA). In addition, the House of Lords has its own Finance team, so the information below relates only to House of Commons Finance staff.  
You may, therefore, wish to consider forwarding some parts of your request to the House of Lords.

  1. Finance
    As explained above, the House of Commons holds information related to the Commons’ Finance team only. We have interpreted the following questions to include staff who are working in the central Finance team and also Finance Business Partners who have a reporting line to the central Finance team.  The information is as follows:
    • What is the total number of staff working in Finance?
    The total number of House of Commons Finance staff is 37.
    • Of these, how many are contractors (to include fixed-term contracts and interims)?
    There are six staff employed by the House of Commons on fixed-term contracts and one working as a contractor.
    • Which frameworks are used to procure interim staff in Finance?
    The frameworks used by the House of Commons to procure Finance staff are: Crown Commercial Services/NMNC and Health Trust Europe (HAYS/Reed).
  2. Procurement
    • What is the total number of staff working in Procurement?
    Some information is held by the House of Commons. The House holds a record, dated January 2018, showing that there are 19 staff in the Parliamentary Procurement and Commercial Service.  As explained above, however, as this team is the responsibility of the House of Lords, you may wish to contact them for more accurate current information.
    • Of these, how many are contractors (to include fixed-term contracts and interims)?
    And
    • Which frameworks are used to procure interim staff in Procurement?
    This information is not held by the House of Commons. As explained above, this information is held by the House of Lords and you may wish to submit this part of your request to them.
  3. IT
    The Parliamentary Digital Service (PDS) is a Joint Department of the House of Commons and the House of Lords and provides ICT services to Parliament.  PDS is a separate employer to the House of Commons, but we are able to provide the following information about the staff who work for PDS:
    • What is the total number of IT staff?
    The total number of IT staff is 455.
    • Of these, how many are contractors (to include Fixed term contracts and Interims)?
    There are 157 staff employed on fixed-term contracts and 48 contractors.
    • Which frameworks are used to procure interim IT staff?
    The Parliamentary Digital Service uses the Crown Commercial Services/NMNC framework to procure interim staff for PDS.
