Response

Please note that whilst the House of Commons and House of Lords are two separate public authorities for the purposes of the Freedom of Information Act 2000 (FOIA), the R&R Client team is a Joint Parliamentary Department. The information you have asked for in this instance is therefore held bicamerally between the two Houses, and this response covers both Houses of Parliament.

[Please provide:]

1) The number of FTE staff employed by the R&R Client Team on 1st January 2023.
and
2) The number of staff seconded into and out of the R&R Client Team at that point.

This information is held by the House of Commons. As of 1 January 2023, there were 33 FTE staff working in the R&R Client Team, and a breakdown of this is as follows:

• 25 direct employees (One of whom was on secondment out of the Client Team on 1/1/2023)
• 4 employees seconded into the Client Team
• 4 agency employees

Additionally, it may help you to know that the Parliamentary Works Sponsor Body (Sponsor Body) was abolished on 1 January 2023. At that point, staff who were directly employed by the Sponsor Body were transferred to the R&R Client Team.

3) The number of R&R Client Team staff in receipt of a market sector allowance, or similar pay uplift, at that point.
and
4) The median value of any market sector allowances paid to R&R Client Team staff at that point.

This information is not held by the House of Commons. No R&R Client team staff were in receipt of a market sector allowance as at 1 January 2023, and we therefore hold no information for these parts of your request.

It may help you to know that there have been no market sector allowances paid to any Parliamentary Works Sponsor Body (Sponsor Body) staff since the creation of the Sponsor Body. To be helpful, we have provided the full Pay and Allowances Policy for the Sponsor Body.

5) The number of R&R Client Team staff at each grade, and the pay ranges for those grades, at that point.

This information is held by the House of Commons.
We hold details of the pay grades of the R&R Client Team as well as the number of staff at each grade and the pay ranges for these grades also.

6) R&R Sponsor Body policy on performance related pay, and what performance related payments (in % terms, and the proportion of staff eligible) were made in the last 3 years.
and
7) Clarification on whether any R&R Client Team staff will continue to be eligible for performance related pay.

This information is not held by the House of Commons. The R&R Sponsor Body did not have a provision for performance related pay in its pay policy, and therefore no performance related payments were made to Sponsor Body staff within the last three years. Likewise, at the time of your request there is currently no provision for performance related pay for House of Commons staff, including for staff in the R&R Client Team.
