Response

You asked a number of questions regarding trade unions and staff pay and conditions at the House of Commons. You referred to the “main collective agreement” which we have interpreted to be for information on our main pay scale band A–E.

  1. Name of unions which are signatories to your main collective agreement covering pay and conditions.
    This information is held by the House of Commons. The House of Commons recognises the following trade unions as part of our main collective bargaining agreement for pay bands A-E:
    • FDA
    • Prospect
    • the Public and Commercial Services Union (PCS).
  2. Number of employees covered by the agreement.
    This information is held by the House of Commons. As at 30th September 2017, there are 2,051 staff in pay bands A-E.
  3. List of pay grades and current pay rates.
    This information is held by the House of Commons. The House publishes details of pay grades and pay rates as part of our transparency publication of organograms. This information can be found on our parliamentary pages. As the information you request is reasonably accessible to you otherwise than under the Freedom of Information Act 2000 (FOIA), your request is refused. In refusing your request the House is applying the exemption set out in section 21 (1) and (2) (a) of the FOIA. This is an absolute exemption and the public interest test does not apply.

  5. Have there been any changes to the pay scales?
    This information is held by the House of Commons. There have been no changes to the pay scales. However, there was a consolidated pay uplift for those on ‘spot rates’ (i.e., those paid the one rate for the job).
  6. Are progression payments being paid?
    This information is held by the House of Commons. Pay progression within the A-E pay structure is based on individual contribution i.e. those assessed as “fully effective” or “outstanding” that met the required eligibility criteria received pay progression if they were below the target rate for the job.
  7. Are performance-related bonuses being paid? If so, what are the arrangements for performance-related bonuses?
    This information is held by the House of Commons. No performance-related payments were paid.
