Request

It is reported that Digital Minister Margot James and Elizabeth Denham, the Information Commissioner sent a joint letter to MPs on training received on the General Data Protection Regulation.

I should like to ask if the House of Commons could:

  1. disclose a copy of the letter sent by the Commissioner and Margot James to MPs
  2. confirm which organisation provided the training to the House of Commons
  3. confirm the criteria and what evidence the House of Commons relied on when selecting the training provider
  4. provide a copy of any company any communications or reports or assessments from/ by the U.K. ICO concerning the review of training

  2. Confirm which organisation provided the training to the House of Commons
    This information is held by the House of Commons. The organisation that provided GDPR training to Members of the House of Commons is IT Governance Ltd.
  3. Confirm the criteria and what evidence the House of Commons relied on when selecting the training provider
    This information is held by the House of Commons.  In response to requests from Members, in mid-December 2017 a decision was taken by the Commons Executive Board to contract an external supplier to deliver specific GDPR training to MPs and their staff.
    Due to the short timescales, the training providers considered were selected on the basis of having previously provided training to the House of Commons, House of Lords, or other public sector organisations. 
    The selection was evaluated against the criteria of cost, capacity, coverage across the UK and capability to provide the support service required within the short timescales.  A benchmarking exercise was carried out to ensure value for money was being achieved.
    Following the evaluation, the supplier was invited to attend Parliament to present a full proposal on how the service would be delivered, confirming the pricing and quality of service.  This session, together with their proposals, provided the evidence relied upon and enabled further questioning to test assumptions and clarify information.
  4. Provide a copy of any company any communications or reports or assessments from/ by the U.K. ICO concerning the review of training
    This information is not held by the House of Commons.  The Information Commissioner’s Office have not been involved in any review or provided communications, reports or assessments concerning the training.
