Information from House of Commons files for the calendar year 2021.

  1. Number of direct payroll staffs employed in each department under House of commons payroll including joint/common departments serving both Houses of Parliament, if any.
  2. Number of staff employed in BAME (Black, Asian, and Minority ethnic) category under each department
  3. Number of staff dismissed in BAME category for disciplinary reasons
  4. Number of staff dismissed in BAME category for capability related reasons
  5. Number of staff dismissed in BAME category for other reasons

If there is monthly/quarterly breakdown of the above numbers for the calendar year 2021, it would be much helpful.

In the first instance please note that the House of Commons and the House of Lords are two separate public authorities for the purposes of the Freedom of Information Act 2000 (FOIA). Our response only covers teams in the House of Commons and bicameral teams for which both Houses of Parliament have joint responsibility. If you are seeking information about teams in the House of Lords, you may wish to forward your request to them. This information is held by the House of Commons.

We hold headcount figures for staff working in each team as well as the headcount of staff within those teams who have identified themselves as Black, Asian or Minority Ethnic (BAME). This information is laid out and broken down into four quarterly snapshots.

Please note that after a restructure in April 2021, some teams ceased to exist while some new teams were created. For this reason, some cells in the table are empty. Please also note that the data for BAME headcount only includes those who have identified themselves as BAME; some staff choose not to report their ethnic background.

Some information in the table has been redacted. This is because in some instances, owing to the low numbers of staff involved (fewer than 10) disclosing this data may make it possible for individuals to be identified. In particular, information about the racial or ethnic origin of individuals constitutes special category personal data, which under the UK General Data Protection Regulation (UK GDPR) requires extra protection. For these reasons, disclosure of this information to the public generally, in our view, would not be consistent with the data protection principles in Article 5 of the UK GDPR. This information is therefore exempt from disclosure in accordance with section 40(2) of the FOIA. This is an absolute exemption and the public interest test does not apply.

This information is held by the House of Commons. We hold records of staff dismissed for the reasons referred to in your request.

However, again, due to the low numbers of staff involved (fewer than 5 across both categories), disclosing this information may make it possible for individuals to be identified. Therefore, this information is exempt from disclosure in accordance with section 40(2) of the FOIA, for the same reasons as above. This is an absolute exemption and the public interest test does not apply.

This information is not held by the House of Commons. We do not hold any records of any dismissals of staff within the scope of this part of your request.
