We have interpreted these parts of your request to mean the procedure for permission to be given to light the exterior of the Palace of Westminster, who is in charge of this procedure and what factors are taken into account.

If an illumination request is received by the House, this will be raised with the Speaker of the House of Commons to decide upon and grant approval for. Where these requests specifically concern the Palace of Westminster, the approval of the Lord Speaker of the House of Lords is also required.
