Response

  1. How much is spent per year on the Palace of Westminster television feed?

Information is not held on spend for the Palace of Westminster specifically but for the Parliamentary television feed as a whole.
The contract to supply the Parliamentary television feed is currently open for tender.  We have concluded that information regarding spend on television feed per year is exempt under section 43(2) of the FOI Act in that the House of Commons considers that the disclosure of this information would be prejudicial to the House’s and the third party’s commercial interests.
We have considered the public interest in transparency in the decision making process relating to the spending of public money, in public money being used effectively and public authorities getting value for money and in procurement processes being conducted in an open and honest way.  However, whilst there may be a public interest in access to this information, we consider that in this case it is not in the wider public interest to disclose as there is a risk that the House's bargaining position for the future will be prejudiced and commercial organisations may become reluctant to enter into discussions which could undermine the House’s ability to fulfil its role effectively.
  2. What channels does this include?

At present, the Parliamentary Annunciator service provides the following channels:
    - 6 internal channels (House of Commons Chamber, House of Commons Annunciator, House of Lords Chamber, House of Lords Annunciator, Westminster Hall, Moses Room)
    - 14 Television channels (BBC1, BBC2, ITV1, Channel 4, Channel 5, Sky News, CNN, Sky Sports 1, Sky Sports 2, Sky Sports 3, News 24, BBC Parliament, BBC World, Euronews)
    - 4 Radio Channels (BBC Radio 2, 3, 4, 5 Live)
  3. What departments/buildings receive the feed?

All buildings on the Parliamentary estate receive the Annunciator feed. In addition to this, all Government departments receive a feed of the Parliamentary Annunciator service. Deciding which channels which are then broadcast within the Departments is a matter for the individual Departments. Parliament does not provide the Annunciator feed to any private buildings.
