Parliamentary passes (2016)

Please provide a list of individuals allocated parliamentary passes sponsored by political parties and please disclose which party in each case.

This information is held by the House of Commons. 

Please note that one name has been withheld from this list.  This information is exempt by virtue of section 40 (2) of the Freedom of Information Act 2000 (FOIA) (the exemption for personal information) and specifically with section 10 (1)(a) of the Data Protection Act 1998 (DPA), which provides an individual with the right to prevent processing likely to cause substantial or unwarranted damage or distress.

In addition, details of the political party sponsoring each individual’s pass have also been withheld under section 40 (2) of the FOIA, because the House considers that the disclosure of which party sponsored an individual’s pass would provide information about that individual’s political opinions, which is sensitive personal data.

In both cases, this information is exempt by virtue of section 40 (2) of the FOIA (the exemption for personal information), as we consider that disclosure of this information to the public generally would not be consistent with data protection principles in the DPA.  This is an absolute exemption and the public interest test does not apply.

It may help you to know that the parties sponsoring passes were the Conservative Party, the Labour Party, the Liberal Democrat Party, the Scottish National Party and the Green Party.
