Response

Please note that our response only deals with information for which the House of Commons is responsible. Some information relevant to your request about ‘parliamentary authorities’ may be held by the House of Lords, which is a separate public authority for the purposes of the Freedom of Information Act 2000 (FOIA) therefore you may wish to consider forwarding your request to them.

This information is held by the House of Commons.  A number of income generating activities have already been started and the future plans are around developing and refining these offers.

The development of commercial activities was largely driven by a report from the Administration Committee in the House of Commons, ‘Visitor Access and Facilities, First Report 2012-13, HC 13 (May 2012)’.  This provided the scope for the initial plans and is publicly available on the parliamentary website.
The House of Commons Commission considered the report and agreed to the development of an income generation strand to the House’s Savings Programme. The Commission’s response was set out in a letter from the Speaker (as Chair of the Commission) reproduced in the Administration Committee’s First Special Report of 2012-13, HC 545 (Sept 2012).

The income forecast from Visitor and Retail Services in the House of Commons in 2014/15 is £2.9m from commercial tours and £2.2m from retail services. The current income forecast for 2014/15 is £2.2m from commercial tours and £1.6m from retail services.
For 2015/16 the expected income for commercial tours will be £2.6m and retail services will be £2m.
These figures represent the total income and include some pre-existing activity before the income generation activities commenced; it is not possible to separate the two.
The expected income from Catering Services for additional commercial sales income in the House of Commons is £1.7m in 2014/15. The current income forecast for additional commercial sales for 2014/15 in the House of Commons is £1.8m. For 2015/16 the expected income for commercial sales will be £1.9m.
