Short money (2016)

Request

  1. The claim for reimbursement of expenses forms submitted by the Labour Party with regard to their short money since the General Election in May 2015.
  2. Any supporting material submitted alongside these forms, including a breakdown of the expenses incurred and the money claimed.

Response

  1. The claim for reimbursement of expenses forms submitted by the Labour Party with regard to their Short money since the General Election in May 2015.
Opposition parties do not formally have to claim for reimbursement of expenses.  No forms have been submitted by the Labour Party and, therefore, the House of Commons does not hold this information.  Short money payments are calculated on seats won and votes gained by each party at the previous General Election and payments are made automatically, monthly in arrears.
One aspect of Short money is that part may be used for travelling expenses and this, unlike the main provision, has to be claimed formally.  No information is held by the House of Commons for any travelling expenses for the Labour Party for the period you have requested, because no such claim has been made.
  2. Any supporting material submitted alongside these forms, including a breakdown of the expenses incurred and the money claimed.
The House of Commons does not hold this information as no claim and, therefore, no supporting material has been submitted.
However it may be helpful to know that within two months of the end of each financial year, parties in receipt of Short money are required to submit an audit certificate that demonstrates that money has been spent appropriately.  The deadline for submitting the certificate for the 2015/16 financial year is 31 May 2016.
While no information is held about money claimed it may help you to know that Short money payments made to the Labour Party since May 2015 are shown in the table.

The House of Commons Library recently published a research paper about Short money, which may be of help to you.
