Please note initially that the House of Commons and the House of Lords are separate public authorities for the purposes of the Freedom of Information Act 2000 (FOIA). However, your request concerns the whole of the parliamentary estate and the information held by the House to respond to your request is held on a bicameral basis between the two Houses. Therefore, this response covers information relating, at least in part, to both Houses of Parliament.

1) Number of heaters removed from offices throughout the parliamentary estate

This information is not held by the House of Commons as an exact figure on the number portable/electric heaters on the parliamentary estate in 2019 is not recorded.

It may interest you to know that all office heaters were replaced after routine testing detected a potential fault which could lead to safety issues. This is estimated to have included approximately 300 heaters.


2) Letter or email to members/staff explaining why this was necessary

This information is held by the House of Commons.
Notification on the removal of heaters as part of a letter sent to Members.


3) Number and type of replacement heaters provided

This information is held by the House of Commons.

324 replacement heaters have been installed on the House of Commons to replace the heaters removed in 2019. The new heaters are 2kW portable Dimplex ECR20 Oil Free Column Radiators.


4) Full cost of this programme including the cost of disposal of the old ones and purchase and installation of the new ones

The purchase costs of the replacement heaters is held by the House of Commons at £28,836.

The cost of installing the replacement heaters is not held by the House of Commons as they cannot be disaggregated from the overall staffing and business costs of the in-house Parliamentary Maintenance Services Team (PMST).

At the time of your request, no costs for disposal of the old heaters are held by the House of Commons.


5) Cost of removal of Elektrak plus cost and detail of replacement system

This information is held by the House of Commons. The Elektrak system was updated from a 20-year-old, obsolete product to a Legrand power track equivalent product. The replacement was installed to IET 2018 which is a requirement on systems designed from 01 January 2019.

The full cost of upgrading the system was £380,000 including VAT.
