Air quality is a threat to public health and more needs to be done to improve it. That is why we have put in place a £3.5 billion plan to reduce harmful emissions from road transport, and published the Clean Air Strategy which focuses on broader emissions beyond road transport and which aims to cut air pollution and save lives.

Local authorities are responsible for reviewing and assessing local air quality and must take action in the event of exceedances in pollution concentration limits. The Environment Bill includes measures to improve air quality which will ensure that local authorities have a clear framework, and simple to use powers, to tackle air pollution.

The Government is taking a strong national leadership role in improving air quality and provides financial and expert support to local authorities to develop innovative plans to tackle local air pollution. Defra and the Department for Transport’s Joint Air Quality Unit has been working with local authorities including Birmingham City Council to tackle nitrogen dioxide exceedances.

The method for estimating emissions from road transport, including powered two wheelers, is available in the latest National Atmospheric Emissions Inventory’s (NAEI) informative inventory report: https://uk-air.defra.gov.uk/assets/documents/reports/cat09/1904121008_GB_IIR_2019_v2.0.pdf. It uses the internationally recognised COPERT methodology produced by Emisia and if the abatement technology is already incorporated in the emission factor, then it will be reflected in the emissions estimates. Emission factors are presented in the EMEP/EEA Guidebook. The NAEI results for 2017 show that motorcycles and mopeds account for less than 0.5% of road traffic NOx emissions. The NAEI is subject to rigorous international reviews and has a continuous improvement programme to incorporate the latest available evidence.

The latest estimates made of annual pollutant emissions in the UK show that road transport accounts for 32% of NOx emissions, followed by emissions from energy generation (21%) and emissions from manufacturing and construction (17%).

On 19 March 2019, Southampton City Council was directed to implement a plan for

NO2 compliance as part of the UK plan for tackling roadside nitrogen dioxide concentrations 2017.

Under this direction, the local authority was directed to implement a number of measures to ensure compliance with the legal limit value for NO2, in the shortest possible time. These include:

  • A taxi licensing condition to require a minimum euro 6 diesel/euro 4 petrol for newly licensed vehicles by 2023

  • An expansion of the low emission taxi incentive for Southampton licensed taxis

  • Electric vehicle charge points

  • Ultra Low Emission Vehicle taxis trials for Southampton licenced taxis

  • A bus lane restriction for non-Southampton vehicles

  • A city centre euro 6 bus traffic condition

  • A behavioural change campaign to promote active and sustainable travel

  • Freight consolidation centre for Heavy Goods Vehicles operators in Southampton

The Government has provided funding to Southampton of over £1.4 million to support the introduction of these measures.

Our officials have ongoing engagement with Southampton to monitor implementation of these measures and their impact.

The Civil Aviation Authority (CAA) is the independent body responsible for regulating aviation in the UK. The CAA established an Innovation Hub this year, which is engaging with innovative aviation companies, including those seeking to gain permission to operate Electric ‘Air taxis’ in the UK.

In August, the Prime Minister announced a £300 million joint investment, from the Government and industry, through the Future Flight Challenge, which will support the development of innovative aviation systems and the infrastructure and regulations needed to support them.

The Government announced plans to raise sales and prize limits for large society lotteries in July 2019. The timeframe to introduce the new annual turnover limit is subject to the requirement for 1) the affirmative procedure of introducing secondary legislation and 2) the Gambling Commission to consult on changes to their Licence Conditions and Codes of Practice (LCCP). Taking these requirements into account we expect this change to come into force during 2020. We have not made an assessment of the impact of this timing on the sector.

Through the Road Investment Strategy (RIS), Highways England is investing £675 million to improve the environmental, social and economic impacts of the Strategic Road Network, with designated funds across five areas: environmental; cycling, safety and integration; air quality; growth and housing; and innovation.

In April 2017 Highways England published its Sustainable Development and Environment Strategies, setting out its vision for ensuring its work supports society and the wider national interest, as well as both minimising environmental impact, and improving it where possible.

Some examples of activity in 2018-19 include the delivery of 300 noise mitigation measures towards its 5-year target of 1150, 59 more electric vehicle charge points to meet its commitment of 95% coverage by the end of 2019-20, and a contribution to Leeds City Council’s scheme to implement an electric van centre of excellence.

Over the course of the RIS, Highways England is also supporting 28 schemes as part of its Growth and Housing Fund to unlock the development of housing and employment sites across the country. Highways England expect over 45,000 homes and 44,000 jobs to be developed over the lifetime of these developments.

Highways England continues to work closely with the Department for Transport, Department for Environment, Food and Rural Affairs and the Office for Low Emission Vehicles and the Joint Air Quality Unit to support the delivery of the National Air Quality Plan, including work to meet limits on nitrogen dioxide in the shortest timescale possible.

As a statutory planning consultee, Highways England responds to local authority plans and planning applications in a way that seeks to promote sustainable transport outcomes and avoid unnecessary works to the SRN. Highways England’s Planning Guide, published earlier in the RIS, sets out how it does this, alongside its requirement to ensure that any new development can safely be accommodated around its network. Highways England regularly engages with those in the development industry to ensure its responses and approach to planning are in line with its expectations as well as those of its customers, including how it enables development through delivery of sustainable transport outcomes.

My Department has not carried out such an assessment. Air quality in London, and on the London Underground is the responsibility of the Mayor of London. The Committee on the Health Effects of Air Pollution did publish a review of air quality on the London Underground last January, which was discussed with Transport for London.

It is the Government’s policy, via the Airports National Policy Statement, that any applicant for development consent for a Northwest runway at Heathrow Airport will have to comply with the new requirements on greenhouse gas emissions reductions introduced by the Climate Change Act 2008 (2050 Target Amendment) Order 2019. The Airports National Policy Statement is clear that an applicant will need to demonstrate that any increase in carbon emissions from the scheme will have no material impact on the ability of the Government to meet the carbon targets in force at the date that that application is determined.

We have received several requests for review of the Airports National Policy Statement which raise the matters of air quality and climate change, and the Secretary of State will consider carefully whether it is appropriate to review the Airports National Policy Statement in accordance with the requirements of the Planning Act 2008.

Our Clean Air Strategy includes new and ambitious goals, legislation, investment and policies which will help us to clean up our air faster and more effectively. The Environment Bill includes measures to improve air quality including ensuring local authorities have a clear framework, and simple to use powers, to tackle air pollution.

Local authorities already have statutory duties to review and assess local air quality, and to declare Air Quality Management Areas and put in place action plans to clean up local air if improvements are necessary. There are a range of tools available to them to support this work.

The Borough’s latest assessment of air quality in St Helens is detailed in their Annual Status Report for 2018. This details the measures they have put in place to tackle poor air quality and the progress they are making towards achieving their air quality objectives.

We have not set local targets for reducing air pollution.

We set concentration limits for a range of pollutants which local authorities are expected to ensure compliance with. Local authorities have statutory duties to review and assess local air quality, declare Air Quality Management Areas and put in place action plans to clean up local air if air quality standards or objectives are not achieved or are not likely to be achieved.

Our national Air Quality Strategy sets out the air quality standards and objectives that must be achieved locally.

Our landmark Environment Bill ensures that local authorities have a clear framework for tackling air pollution and simple to use powers to address air pollution in their areas.

The amount spent by the Department on advertising for financial year 2018-19 was £40.7 million. The majority of expenditure is accounted for by advertising by the Royal Navy, Army and Royal Air Force to aid recruitment into our Armed Forces. The breakdown of medium is not held centrally and could be provided only at disproportionate cost.

The World Health Organization has recognised the CAS as an example for the rest of the world to follow. We have also put in place a £3.5 billion plan to tackle roadside nitrogen dioxide concentrations. Our Environment Bill makes a clear commitment to set a legally binding target to reduce fine particulate matter.

The Government recognises the UK aviation industry’s success in taking steps to de-couple the growth in emissions from the continued demand for air services, but that there is still significant work to be done. Between 2010 and 2016, international air transport movements within the UK grew by 20%, but international greenhouse gas emissions increased by only 7%.

The UK has played a leading role in the aviation sector’s action to address its impact on climate change and will continue to do so. At the international level, the UK was instrumental in reaching agreement in ICAO, on a global market-based measure for international aviation, known as Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA), and the introduction of the first global commercial aircraft CO2 standard.

As for shipping, greenhouse gas emissions decreased between 1990 and 2017 by 3% for UK international shipping and 30% for domestic shipping. Carbon emissions from ships over 5,000 gross tonnes using UK ports are also being collected and analysed under the International Maritime Organization’s Data Collection System (IMO-DCS) and European Monitoring, Reporting and Verification (EU-MRV) regime. In 2019 the Department for Transport published a study identifying various scenarios for emissions reductions from UK shipping. This study was published alongside the Clean Maritime Plan, which sets a route map for zero emission shipping in the UK.

The Government is committed to maintaining the UK’s position as a world maritime leader, and in 2018 the UK was a leading voice in the agreement of the Initial IMO Strategy on the Reduction of GHG from Ships.

Gas distribution network Innovation is delivered through the RIIIO price control. The energy regulator, Ofgem, provides essential backing to innovative projects which aim to help make the energy networks smarter, accelerate the development of a low carbon energy sector as well as deliver financial benefits to consumers. This is the case for all home nations within GB. Below are some examples of gas distribution network innovation:

Hydrogen 100 Project[1]

The H100 project, led by SGN is a £2.8 million Ofgem funded project to design the world’s first 100% hydrogen gas distribution network, demonstrating the safe, secure and reliable distribution of hydrogen. The project is assessing the suitability of three sites in Scotland, in Aberdeen, Levenmouth and Machrihanish with one to be selected as the most suitable location for the construction of the demonstration network.

Hydrogen fuelled buses1

Scotland are also supporting ways to meet low carbon transport using the gas network. Hydrogen could potentially power many of our larger vehicles – buses, lorries and ferries. The extensive trialling of hydrogen powered buses in Aberdeen shows the potential benefits of low carbon and reduced air pollution from public transport.

My right hon. Friend the Secretary of State for Defence has raised our concern about Turkey's acquisition of the Russian S-400 missile system with both our Turkish and wider NATO counterparts. Turkey is a valued NATO Ally, on the front line of some of the UK and the Alliance's most difficult security challenges. Defence equipment procurement decisions are for individual nations, but all NATO allies have committed to reducing their dependence on Russian-sourced military equipment.
