The Environment Agency confirmed on 21 March 2018 that the new charges would come into effect from 1 April 2018. This decision was taken following consideration of comments from charge payers. Their consultation response document is available online and sets out where proposals have been adjusted to take consultation feedback into account, including the decision not to delay implementation.
