Public Business

European Defence Agency A question was asked by Lord Anderson of Swansea and answered by Lord Astor of Hever.
Small and medium-sized enterprises: late payments A question was asked by Lord Cotter and answered by Lord Wallace of Saltaire.
National Health Service: access to Accident and Emergency services A question was asked by Baroness Gardner of Parkes and answered by Earl Howe.
Taxation: international companies A question was asked by Lord Harries of Pentregarth and answered by Lord Sassoon.
Trusts (Capital and Income) Bill [HL] Baroness Anelay of St Johns signified the Queen's Consent. Then, after debate, the bill was read a third time and passed. The bill was sent to the Commons.
Bovine tuberculosis Lord De Mauley repeated a ministerial statement made in the House of Commons.
Infrastructure (Financial Assistance) Bill Lord Newby moved that the bill be now read a second time. After debate, the motion was agreed to and the Committee was negatived. Then, Standing Order 46 having been dispensed with, the bill was read a third time and passed.
Statement of Changes in Immigration Rules (HC 194) Baroness Smith of Basildon moved that this House regrets that notwithstanding welcome but limited measures to ensure the deportation of foreign criminals and tackle sham marriages, and notwithstanding the importance of greater protection for the taxpayer, the Government have not demonstrated that the specific minimum annual income requirement which has been introduced through the Statement of Changes in Immigration Rules (HC 194) is the most effective way to protect taxpayers and deliver fairness for UK citizens who wish their spouse or partner to settle in the United Kingdom. After debate, the motion was withdrawn.

 Official Secrets Act 1989 (Prescription) (Amendment) Order 2012 Lord Ahmad of Wimbledon, on behalf of Lord McNally, moved that the Grand Committee do consider the draft  Official Secrets Act 1989 (Prescription) (Amendment) Order 2012. The motion was agreed to.
 Forestry Commissioners (Climate Change Functions) (Scotland) Order 2012 (Consequential Modifications) Order 2012 Lord Wallace of Tankerness moved that the Grand Committee do consider the draft Forestry Commissioners (Climate Change Functions) (Scotland) Order 2012 (Consequential Modifications) Order 2012. The Committee adjourned. The Committee resumed. After debate, the motion was agreed to.
Cyprus A question was asked by Lord Sharkey and, after debate, answered by Baroness Warsi.
Housing: park homes A question was asked by Baroness Scott of Needham Market and, after debate, answered by Baroness Hanham.
The Committee adjourned at 6.07pm.
