The following Report from the Select Committee was made and ordered to be printed:

6 Immigration: tuberculosis testing A question was asked by Baroness Gardner of Parkes and answered by Earl Attlee.
7 Independent Press Council Bill [HL] Lord Lester of Herne Hill presented a bill to provide the framework for the appointment and functions of a Press Council to act independently and in the public interest to promote and protect freedom of expression, including freedom of the press, in communicating information and opinions to the public, to encourage and maintain professional standards and practices, and to provide redress for victims of professional misconduct; and for connected purposes. It was read a first time and ordered to be printed. (HL Bill 69)
8 Parliamentary Privilege The Chairman of Committees moved that the Commons message of 4 December be considered and that a Committee of six Lords be appointed to join with the Committee appointed by the Commons to consider and report on the Green Paper on Parliamentary Privilege presented to both Houses on 26 April (Cm 8318) and that, notwithstanding the resolution of the House of 28 May, the committee should report by 25 April 2013;
That, as proposed by the Committee of Selection, the following members be appointed to the Committee:
L Brabazon of Tara
L Brooke of Sutton Mandeville
L Davies of Stamford
L Shutt of Greetland;
That the Committee have power to agree with the Committee appointed by the Commons in the appointment of a Chairman;
That the Committee have power to send for persons, papers and records;
That the Committee have power to appoint specialist advisers;
That the Committee have leave to report from time to time;
That the Committee have power to adjourn from place to place within the United Kingdom;
That the reports of the Committee from time to time shall be printed, regardless of any adjournment of the House; and
That the evidence taken by the Committee shall, if the Committee so wishes, be published.
After debate, the motion was withdrawn.
9 Financial Services Bill The bill was returned from the Commons with the Lords amendments agreed to.
10 Equal marriage consultation Baroness Stowell of Beeston repeated a ministerial statement made in the House of Commons.
11 Police (Complaints and Conduct) Bill Lord Taylor of Holbeach moved that the bill be now read a second time. After debate, the motion was agreed to.
12 Financial Restrictions (Iran) Order 2012 The Grand Committee reported that it had considered the Order.
13 Northern Ireland: recent events Baroness Randerson repeated a ministerial statement made in the House of Commons.
14 Developing countries: impact of financial practices and tax policies A question was asked by the Lord Bishop of Derby and, after debate, answered by Lord Marland.
15 Police (Complaints and Conduct) Bill Standing Order 46 having been dispensed with, the Committee was negatived, and the bill was read a third time and passed.
16 Banking Standards A message was brought from the Commons that they have ordered that it be an instruction to the Parliamentary Commission on Banking Standards that it should report on legislative action no later than 19 December 2012.
Grand Committee Business
The Grand Committee met in the Moses Room at 3.30pm.
Financial Restrictions (Iran) Order 2012 Lord Newby moved that the Grand Committee do consider the Financial Restrictions (Iran) Order 2012. The motion was agreed to.
Nursing quality and compassion: the future of nursing education A question was asked by Baroness Emerton and, after debate, answered by Earl Howe.
Empowerment and responsibility: financial powers to strengthen Wales A question was asked by Lord Wigley and, after debate, answered by Baroness Randerson.
