European Union (Approvals) Bill [HL] Baroness Warsi, on behalf of Lord McNally, presented a bill to make provision approving for the purposes of section 8 of the European Union Act 2011 certain draft decisions under Article 352 of the Treaty on the functioning of the European Union; and to make provision approving for the purposes of section 7(3) of that Act a draft decision under Article 17(5) of the Treaty on European Union about the number of members of the European Commission. It was read a first time and ordered to be printed. (HL Bill 57)
European Union (Approvals) Bill [HL] The Explanatory Notes on the bill were ordered to be printed. (HL Bill 57–EN)
Child Support Management of Payments and Arrears (Amendment) Regulations 2012 Baroness Stowell of Beeston moved that the draft Regulations laid before the House on 15 October be approved. The motion was agreed to.
Prisons (Interference with Wireless Telegraphy) Bill The order of commitment was discharged.
10 Financial Services Bill The report stage was continued, beginning with amendment 79B. Amendments were agreed to. The report stage was adjourned.
11 Bank of England Lord Sassoon repeated a ministerial statement made in the House of Commons.

12 European Council Lord Strathclyde repeated a ministerial statement made in the House of Commons.
13 Financial Services Bill The report stage was continued, beginning with amendment 90. Amendments were agreed to. Amendment 101A was disagreed to (see division list). The report stage was adjourned after amendment 107A.

After debate, the motion was agreed to.
 Statement of Changes in Immigration Rules (Cm 8423) Baroness Smith of Basildon moved that the Grand Committee takes note of the Statement of Changes in Immigration Rules (Cm 8423). After debate, the motion was agreed to.
European Union Committee Report Lord Boswell of Aynho moved that the Grand Committee takes note of the Report of the European Union Committee on its work in 2010–12 (1st Report, HL Paper 13). After debate, the motion was agreed to.
