Hertfordshire County Council (Filming on Highways) Bill [HL] The bill was reported from the Unopposed Bill Committee with amendments.

Public Business

Prisoners: indeterminate sentences A question was asked by Lord Lloyd of Berwick and answered by Lord McNally.
Judicial review A question was asked by Baroness Whitaker and answered by Lord Ahmad of Wimbledon.
Crime: British victims abroad A question was asked by Lord Kennedy of Southwark and answered by Baroness Warsi.
National Health Service: Leeds General Infirmary A question was asked by Baroness Eaton and answered by Earl Howe.
Transport for London Bill [HL] The Chairman of Committees moved that this House resolves that the promoters of the Transport for London Bill [HL] which was originally introduced in this House on 24 January 2011 should have leave to suspend any further proceedings on the bill in order to proceed with it, if they think fit, in the next session of Parliament according to the provisions of Private Business Standing Order 150A (Suspension of bills ). The motion was agreed to and a message was sent to the Commons.
Hertfordshire County Council (Filming on Highways) Bill [HL] The Chairman of Committees moved that this House resolves that the promoters of the Hertfordshire County Council (Filming on Highways) Bill [HL] which was originally introduced in this House on 22 January 2013 should have leave to suspend any further proceedings on the bill in order to proceed with it, if they think fit, in the next session of Parliament according to the provisions of Private Business Standing Order 150A (Suspension of bills ). The motion was agreed to and a message was sent to the Commons.
10 Public Service Pensions Bill The Commons reasons were considered.
Motion A Lords amendment 78 was not insisted on and amendment 78B in lieu was agreed to.
Motion B Lords amendment 79 was not insisted on. The Bill was returned to the Commons with an amendment.
11 Defamation Bill The Commons reasons were considered.
Motion A Lords amendments 1, 15 and 16 were not insisted on.
Motion B Lords amendment 2 was not insisted on, amendment 2B in lieu was agreed to, and amendment 2C in lieu was disagreed to (see division). The Bill was returned to the Commons with an amendment.
12 Growth and Infrastructure Bill The bill was returned from the Commons with a Lords amendment disagreed to but with amendments proposed to the words so restored to the bill. It was ordered that the Commons amendments be printed. (HL Bill 99)
13 Enterprise and Regulatory Reform Bill The bill was returned from the Commons with a Commons disagreement to a Lords amendment insisted on and a Commons disagreement to a Lords amendment not insisted on but with consequential amendments, and with amendments in lieu of a Lords amendment to which the Commons insisted on their disagreement. It was ordered that the Commons amendments be printed. (HL Bill 100)
14 London Local Authorities and Transport for London (No. 2) Bill [HL] A message was brought from the Commons that they have made the following Order:
That the promoters of the London Local Authorities and Transport for London (No. 2) Bill [HL], which was originally introduced in the House of Lords in Session 2007–08 on 22 January 2008, should have leave to suspend any further proceedings on the Bill in order to proceed with it, if they think fit, in the next session of Parliament, according to the provisions of Private Business Standing Order 188A (Suspension of bills ).
15 City of London (Various Powers) Bill [HL] A message was brought from the Commons that they have made the following Order:
That the promoters of the City of London (Various Powers) Bill [HL], which was originally introduced in the House of Lords in Session 2010–12 on 24 January 2011, should have leave to suspend any further proceedings on the Bill in order to proceed with it, if they think fit, in the next session of Parliament, according to the provisions of Private Business Standing Order 188A (Suspension of bills ).
16 Humber Bridge Bill A message was brought from the Commons that they have made the following Order to which they desire the concurrence of this House:
That the promoters of the Humber Bridge Bill, which was originally introduced in this House on 22 January 2013, should have leave to suspend any further proceedings on the Bill in order to proceed with it, if they think fit, in the next session of Parliament, according to the provisions of Private Business Standing Order 188A (Suspension of bills ).
17 Crime and Courts Bill [HL] The Commons amendments were considered.
Motion A Lords amendment 131A was not insisted on and Commons amendments 18A and 131B in lieu were agreed to.
18  Children’s Hearings (Scotland) Act 2011 (Consequential and Transitional Provisions and Savings) Order 2013 The Grand Committee reported that it had considered the draft order.
The House adjourned at 5.39pm until Wednesday 24 April at 3.00pm .

Grand Committee Business

The Grand Committee met in the Moses Room at 3.30pm.
Draft Enhanced Terrorism Prevention and Investigation Measures Bill Lord Plant of Highfield moved that the Grand Committee takes note of the Report of the Joint Committee on the Draft Enhanced Terrorism Prevention and Investigation Measures Bill (HL Paper 70). After debate, the motion was agreed to.
 Children’s Hearings (Scotland) Act 2011 (Consequential and Transitional Provisions and Savings) Order 2013 Earl Attlee moved that the Grand Committee do consider the draft Children’s Hearings (Scotland) Act 2011 (Consequential and Transitional Provisions and Savings) Order 2013. After debate, the motion was agreed to.
Suicide A question was asked by Baroness Buscombe and, after debate, answered by Earl Howe.
Syria: refugees A question was asked by Baroness Blackstone and, after debate, answered by Baroness Northover.
The Committee adjourned at 7.13pm.
