UK Parliament Study Programme

The UK Parliament Study Programme (UKPSP) brings together parliamentary staff from around the world to learn about the procedures and practices of the UK Parliament and to share knowledge, ideas and experiences of parliamentary processes and administration.

2025 Programme

The UK Parliament Study Programme now offers the following two distinct types of programme that senior parliamentary officials from other legislatures can apply to take part in in 2025:

UKPSP’25: Full programme

IPRO’s flagship six-month long hybrid programme consists of both online and in-person elements. It requires its participants to join five monthly online meetings prior to a concluding five-day in-person visit to the UK Parliament. This programme incorporates both procedural and corporate elements of running the UK Parliament.

The online sessions provide an introduction to the UK Parliamentary system as well as to themed sessions examining:

  • Supporting the House of Commons Chamber bringing an insight and understanding into how teams support Chamber business.
  • Scrutiny in Parliament looking at both select committee and legislative scrutiny.
  • Engagement and parliamentary outreach focusing on Chamber and committee engagement; public outreach; education; and media relations.
  • Culture in Parliament concentrating on the work around cultural transformation of the UK Parliament in both the House service and the support provided to Members.

The five-day in-person visit to Westminster will then focus on seeing the UK Parliament at work.

The UKPSP’25: Full programme can accommodate up to eight participants. The online monthly meeting sessions are due to take place from January through to May and the five-day in-person visit from 23-27 June 2025.*

UKPSP’25: Short programme

This is a four-day visit only programme to the UK Parliament that focuses predominantly upon parliamentary practice and procedure, including introductory meetings with colleagues from core procedural offices. This programme will also include an overview of corporate elements, such as Governance and cultural transformation.

The UKPSP’25: Short programme can accommodate up to six participants and the four-day visit is due to take place from 10-13 November 2025.*

Both programmes will give participating officials an opportunity to learn about UK approaches to both specific procedural and corporate issues related to running a parliament; host full and frank exchanges on issues common to all legislatures; provide a forum in which colleagues can establish strong professional links both within the UK Parliament and other participating legislatures; and learn about each other’s shared challenges.  

Both programmes are designed for senior parliamentary officials with sufficient employment experience in their home parliaments to make participating in a programme worthwhile. We welcome applications from staff working in both procedural and non-procedural roles.
