The Public Bill Committee is now able to receive written evidence. The sooner you send in your submission, the more time the Committee will have to take it into consideration. The Public Bill Committee will scrutinise the Bill line by line. The Public Bill Committee will meet for the first time on Thursday 13 March 2025 to consider the Bill and is expected to report by 5pm on Thursday 20 March. When the Committee concludes its consideration of the Bill it is no longer able to receive written evidence and it can conclude earlier than the expected deadline of 5.00pm on Thursday 20 March 2025. Aims of the Bill
The bill would:
- abolish the Institute for Apprenticeships and Technical Education (‘the Institute’)
- transfer functions from the Institute to the Secretary of State
- transfer property, rights, and liabilities from the Institute to the Secretary of State
The bill will also make additional changes to the current skills system, including:
- giving the Secretary of State additional powers over occupational standards and apprenticeship assessments
- removing the requirement for reviews of technical educational qualifications, occupational standards, and apprenticeship assessment plans to be undertaken at regular intervals
- giving Ofqual the discretion to exercise its accreditation power for technical education qualifications when deemed appropriate by the Secretary of State

The Institute for Apprenticeships and Technical Education (Transfer of Functions etc) Bill [Lords] was introduced in the House of Commons on 12 February 2025. The Bill’s second reading was held on 25 February 2025.
