Lords completes examination of Holocaust Memorial Bill
18 June 2025
The Holocaust Memorial Bill had its third reading, a chance for members to make sure the eventual law is effective, workable and without loopholes, on Tuesday 17 June.
The Holocaust Memorial Bill will allow for the construction of a Holocaust memorial and learning centre. It would also remove restrictions on building these in Victoria Tower Gardens (VTG), next to Parliament.
The bill is a hybrid bill, meaning it affects the general public but also has a particular impact on specific groups, people or places. This requires additional stages for the bill.
Third reading
Third reading is the chance for members to ‘tidy up' a bill, making small changes to ensure it is effective.
No amendments (changes) were put forward ahead of third reading, so members discussed the progress of the bill at the conclusion of its stages through the House of Lords.
