Product regulation bill completes Lords report stage

Members of the House of Lords concluded their further examination of the Product Regulation and Metrology Bill, in report stage on Wednesday 5 March.
The Product Regulation and Metrology Bill will update existing measures relating to the marketing, quantities and measurements of products sold in the UK in order to better protect consumers, deliver economic growth and ensure fair business practice among online and high street retailers.
Further scrutiny
Report stage is an extra chance for members to closely scrutinise elements of the bill and make changes.
Two days of consideration were scheduled for report stage:
- Wednesday 26 February.
- Wednesday 5 March.
Proposed changes
Members speaking on the second day of report stage put forward amendments (PDF) to the bill on subjects including:
- appointment of authorised representatives
- consultation with devolved administrations
- scientific evidence for regulation of products.
Lords divisions
The were four divisions (votes) on proposed changes to the bill regarding foreign laws, period product safety, alcohol measurements and parliamentary scrutiny. Members disagreed to all four amendments.

Next steps
Third reading, a chance for members to ‘tidy up' the bill, ensuring the text is effective, workable and without loopholes, is scheduled for Wednesday 12 March.

- aligning with EU environmental regulation
- identifying and assessing product risks
- requirements relating to the installation of products.

There were three divisions (votes) on proposed changes to the bill regarding the overall purpose of the new law, product safety and international free trade agreements. Members disagreed to all three amendments.
