Modern methods of construction inquiry: Japan’s biggest housebuilder to give evidence

On Tuesday 5 December 2023, as part of its inquiry on modern methods of construction (MMC), the House of Lords Built Environment Committee will hear evidence from two panels of witnesses:
At 10.45am the committee will hear from:
- Katie Gilmartin, Head of Business Development and Innovation, Platform Housing Group.
This session will focus on understanding housing associations' experience as a customer of MMC and whether the Affordable Homes Programme has increased their use of MMC.
The committee will explore the experience of residents in MMC-delivered homes and the policy changes needed to facilitate the construction of more MMC homes.
At 11.30am the committee will hear from:
- Craig Garbutt, Managing Director, Daiwa House Modular Europe UK
- Nicky Jones, Business Development Manager, Daiwa House Modular Europe UK.
The purpose of this session is to hear from a MMC business which is operating successfully in other countries and to have an international comparison.
The committee will explore Daiwa’s experiences of working in Germany, the Netherlands and other countries, and the factors that have made MMC more successful abroad and any lessons learned for the UK.
These sessions, which are open to the public, will be held in Committee Room 3 of the House of Lords and streamed live on Parliament TV.

To increase housing supply and meet its 300,000 homes a year target, the Government has stated that we need a diversified housing market which embraces innovation, including MMC. However, MMC manufacturers have faced major challenges over the past year and a number of companies have gone into administration or halted production.
This inquiry seeks to understand the barriers to the increased delivery of MMC homes and to whether the Government’s approach to supporting the growth of MMC development is appropriate or effective.
