Draft Special Report [Government Response to the Fourth Report from the Committee, Session 2005-06, on the Departmental Annual Report 2005], proposed by the Chairman, brought up, read the first and second time, and agreed to.

Resolved, That the Report be the Eleventh Special Report of the Committee to the House.

Ordered, That the Chairman do make the Special Report to the House.

Ordered, That the Government response to the Fourth Report from the Committee, Session 2005-06, be appended to the Report.-(The Chairman.)

Passenger Rail Franchising: Mr Neil Scales, Director General and Chief Executive, Mr Anton Valk, Chief Executive, Mr Iain Coucher, Deputy Chief Executive, Mr Peter Sargant, Assistant Director Rail Sevices, Centro, Passenger Transport Executive Group, and Mr Peter Field, Director, London Rail Development, gave oral evidence.

Dr Mark Brown, Development Director, Consulting, Halcrow Group Ltd,  Mr Peter Norgate, Divisional Director, Mott MacDonald, Mr John Segal, Director of Rail Division, MVA, and Dr Nigel G. Harris, Managing Director, Railway Consultancy, gave oral evidence.

Ms Mary Bonar, Chair of Strategic Rail Forum, Chartered Institute of Logistics and Transport, Mr Roger Ford, Modern Railways, and Professor Christopher Nash, Institute of Transport Studies, University of Leeds, gave oral evidence.
