At its meeting on Wednesday 10 October, the Select Committee on Modernisation of the House of Commons chose Rt Hon Harriet Harman QC MP, the Leader of the House of Commons, as its new Chairman. The Committee has been chaired by the Leader of the House since it was first established in 1997.
Plans for new inquiries
On 3 July the Prime Minister made a statement to the House on constitutional reform and the Secretary of State for Justice published a green paper, entitled âËThe Governance of Britain'. The green paper set out proposals for taking forward constitutional reform and many of these directly or indirectly affect Parliament. The Modernisation Committee plans to look, initially, at four specific aspects of the Governance of Britain agenda:
how the draft legislative programme should be handled within Parliament when it is next published;
the role of the House in any decisions to recall the House during a recess or dissolve Parliament;
Annual debates on departmental objectives and annual reports; and
Terms of reference for these inquiries will be published shortly.
