Regulatory Reform Committee

Session 2003-04        9 November 2004

(1)  Draft Regulatory Reform (Unsolicited Goods and Services Act 1971) (Directory Entries and Demands for Payment) Order 2004

The Government laid this draft order before Parliament on 25 October 2004. It would amend the legislation governing the processes of authorization by advertisers of entries in directories for which demands for payment can legitimately be issued.  The Committee has already reported on the proposal for the Order (12th Report, Session 2003-04, HC 1056).  The Committee considered that certain aspects of the proposal failed adequately to protect business from the risk of deception and it recommended that amendments be made to the proposal before a draft Regulatory Reform Order was laid before the House.

The Committee has now considered the draft Order in accordance with its Standing Order. The Committee is content with the amendments which have been made by the Government in response to its earlier report, and has recommended unanimously to the House that the draft Order be approved.

The Committee's full report will be published as its Thirteenth Report of the current Session at 2.00 pm on Thursday 11 November. It will be available from all Stationery Office outlets (Ref HC 1246).

The text of the report will also be available on the Committee's website from 3.30 pm on the day of publication. (

(2)  Committee to take evidence from Minister on Operation of Regulatory Reform Act

The Regulatory Reform Committee is to take oral evidence from Ruth Kelly MP, Minister for Regulatory Reform, Cabinet Office, on the operation of the Regulatory Reform Act.

The evidence session will be held on Tuesday 16 November at 10.15 am in a Committee Room at the House of Commons.

Access to committee rooms in the Palace of Westminster is via St Stephen's Entrance. It is advisable to allow about 10 minutes to pass through security checks. There is no system for the prior reservation of seats in the Committee Rooms.

As Committee Rooms are liable to change, those attending are advised to check the room location on arrival. The Committee Office recorded information line (020 7219 2033) provides details of select and standing committee meetings being held within the next two days.
