New Inquiry - Terms of Reference

Foundation Trusts

The Health Committee will undertake an inquiry into the above subject.

The Committee will examine Government proposals to create Foundation Trusts from existing NHS organisations, considering in particular:

  • Financial implications

  • Staffing implications

  • Governance and accountability

  • Impact on quality of management and quality of patient care

  • Impact on the wider NHS

Organisations and individuals wishing to submit a short memorandum are invited to do so no later than Monday 6 January 2003.  Late memoranda will only be accepted at the Committee's discretion, and may not be considered for publication. Evidence sessions are likely to commence in January 2003 and a later press notice will give details of these.

A guide to preparing written evidence for the Health Committee is on the reverse of this page.  The Committee would like to stress that evidence should be concise and in the form of a self-contained memorandum specifically prepared for the Committee, preferably submitted electronically to .  The Committee does not wish to receive large volumes of undigested material.  Please note that the Health Committee is unable to investigate individual cases.

The Health Committee is a Select Committee of the House of Commons.  It is appointed under Standing Order No.152 to examine the expenditure, administration and policy of the Department of Health and associated public bodies.  The Committee has power to send for persons, papers and records.
