Provision of Public Toilets : Visit to Richmond Upon Thames
The Communities and Local Government Select Committee is visiting the London Borough of Richmond upon Thames on Tuesday morning 10 June, to learn more and to see at first hand how the Community Toilet Scheme initiative works.
This visit forms part of the Committee's inquiry into the provision of public toilets. Public toilets have been municipally provided in Britain since the 1850s, but their number has declined in recent years and there is general concern about their safety, cleanliness and accessibility.
The terms of reference for this inquiry include the need for public toilets, why provision has declined, who pays, opening hours and accessibility issues, security, the gender balance, provision beyond the local authority and tourism.
The Community Toilet Scheme covers the issue of provision beyond the local authority: local authorities work in partnership with local businesses to provide access for the public to clean, safe toilets, and may provide a payback to participating local businesses. The London Borough of Richmond upon Thames pays £600 + VAT a year and maintains public liability insurance.
The visit will start at Richmond Council headquarters in Twickenham, with a presentation from the Council. The Committee will then have a tour of Twickenham and will discuss the scheme with participating businesses in the area.
