New items of scrutiny

Each week when the House of Lords is sitting, and regularly throughout Parliamentary recesses, the Chairman of the EU Select Committee sifts through the most recent proposals from the EU.

The Chairman recently sent the following documents to the Internal Market, Infrastructure and Employment Sub-Committee for further scrutiny:

  • Proposal for a Directive of the European Parliament and of the Council on the activities and supervision of institutions for occupational retirement provision (recast) 8633/14. COM (2014)167

For every EU proposal deposited in Parliament the Government publish an explanatory memorandum. These memoranda summarise the proposal and outline the Government’s position. They are one of the primary documents the EU committee and its sub-committees use to scrutinise the Government.

In a session of Parliament the Committee can receive around 800-1000 explanatory memoranda. In order to focus the work of the sub-committees the Chairman sifts through the memoranda and clears some from scrutiny and sends others to sub-committees for further scrutiny.

The Progress of Scrutiny document contains details of all of the proposals currently being scrutinised by the Select committee and its sub-committees:

Much of the committees’ scrutiny results in correspondence with ministers, which can also be found on our website:

If you would like to read the Government’s explanatory memoranda on the proposals sifted for further scrutiny you can find them on the Cabinet Office's European Memoranda search page

If you would like to read further details of the Government’s obligations to Parliament with regard to scrutiny of EU proposals please see the Cabinet Office’s Parliamentary Scrutiny of European Union Documents: Guidance for Departments.

Details of scrutiny conducted by parliaments in other EU Member States can be found on the Interparliamentary EU Information Exchange (IPEX).
