European Union Special Representatives

European Union Special Representatives (EUSRs) are appointed for certain key regions and countries. Their role is to support the High Representative of the Union for Foreign Affairs and Security Policy. There is also a EUSR for Human Rights. The House of Lords European Union Select Committee has responsibility for scrutinising the mandates of the EUSRs. The Committee has become frustrated that decisions on the mandates have been taken very late, not allowing time for proper parliamentary scrutiny. The Committee has since embarked on a correspondence with Baroness Ashton of Upholland, High Representative for Foreign Affairs and Security Policy.
