Role of incapacity benefit reassessment in helping claimants into employment

The inquiry looked at the Government's policy objectives for the IB reassessment. It also assessed the effectiveness of the reassessment process itself, particularly the Work Capability Assessment, a face-to-face assessment of claimants carried out by a private company on behalf of DWP, Atos Healthcare. This part of the inquiry involved hearing about claimants’ experience of the WCA and taking account of the findings of Professor Malcolm Harrington’s independent review of the WCA. The inquiry also looked at decision-making and appeals; and the outcomes of the process for claimants, including the employment support offered to those found fit for work During the inquiry the Committee visited Burnley which was one of the two places where trials of the IB reassessment was taking place.
