Focus of the session

The Committee hears from rail professionals to understand how franchising has evolved in recent years and how financial risk and uncertainty is manages in the franchise bidding process. In the context of the recent decision to transfer control of this franchise back to the public sector, the Committee also hears from Lord Adonis and Elaine Holt, both of whom were at the helm the last time this situation occurred in 2009.
