Harry Rich recommended as the next Registrar of Consultant Lobbyists

17 September 2018

The Public Administration and Constitutional Affairs Committee publishes a report following the pre-appointment hearing with Mr Harry Rich on Thursday 13 September 2018.

Following his evidence, the Public Administration and Constitutional Affairs Committee supports the appointment of Mr Harry Rich as the next Registrar of Consultant Lobbyists.

However, the Committee is critical of the rushed way in which the scrutiny of Mr Rich's appointment has had to be conducted. Recognising the importance of a swift appointment, we agreed to accelerate the process. We may not be in a position to be as accommodating in future. Oliver Dowden MP, the Minister for Implementation, has apologised to the Committee for the Cabinet Office's failure to abide by its own guidance on pre-appointment hearings. We trust that steps will be taken to ensure such circumstances do not arise again.
