Health and Social Care

The Department of Health and Social Care’s budget, its management and the implications for patients and frontline services are of long-standing concern to the Public Accounts Committee.

Short term and one-off measures have been used to balance the Department's budget and this is unsustainable.

The Committee’s 2018 report on the Sustainability and Transformation in the NHS noted that while NHS England, clinical commissioning groups and trusts reported a combined surplus of £111 million against their income in 2016–17, this was only achieved by a cash injection from the Department’s £1.8 billion Sustainability and Transformation Fund.

There has also been a reliance on the transfer of capital funds to revenue spending to cover day-to-day costs such as maintaining buildings, facilities and equipment. The NHS already has a shortage of capital funds, needing an additional £10 billion by 2020–21.

In March 2018 the Prime Minister told the Liaison Committee (PDF PDF 394 KB) that Government would be setting out a “sustainable, long-term plan” for funding the NHS. This plan was launched on 7 January 2019.

Government has yet to commit to similar measures to support its stated ambition of joining up health and social care services. Questions remain over the funding that will be required to meet the demands of a growing and ageing population.
