The Political and Constitutional Reform Committee takes evidence from Tony Benn on the feasibility and desirability of codifying the UK's unwritten constitution.

Purpose of the session

The Committee will hear from witnesses who have experience in drafting constitutions for the UK, and an academic with extensive knowledge of the constitution in the UK and European Union.

Tony Benn's proposal for a written constitution was contained in the Commonwealth of Britain Bill 1991, while Richard Gordon published his illustrative constitution in his book Repairing British Politics: a blueprint for constitutional change, in 2010.

Frank Vibert has written extensively on both the UK’s constitution and the proposed European constitution.

This session is part of a long-term inquiry into mapping the path to codifying—or not codifying - the UK's constitution.
