Hybrid Bills before Parliament

The High Speed Rail (West Midlands - Crewe) Bill is to make provision for a railway between a junction with Phase One of High Speed 2, near Fradley Wood in Staffordshire, and a junction with the West Coast Main Line near Crewe in Cheshire; and for connected purposes.

The Bill was introduced to the House of Commons and given its First Reading on Monday 17 July 2017.

High Speed Rail (London - West Midlands) Bill

The High Speed Rail (London – West Midlands) Bill was confirmed as a Hybrid Bill at the examination hearing on 8 January 2014. The Bill and related documents including the environmental statement can be found on the Bills before Parliament webpage:

Any Hybrid Bill would follow the procedure outlined in the Research Briefing Paper: Hybrid Bills

In anticipation of HS2 Phase One legislation, Hybrid Bill Standing Order procedure has been changed in two areas:

• first, to would allow for electronic deposition of documents on HS2 Phase One (in view of the large amount of documentation associated with the Bill)
• secondly, to provide for appointment of an assessor to report on and summarise comments received on environmental aspects of HS2 Phase One.
