This Commons Library briefing paper explains the assistance available for certain households with their mortgage interest payments. Help with mortgage costs is available to claimants of certain means-tested benefits for people not in full-time work. The schemes are collectively known as Support for Mortgage Interest (SMI). Payments are made towards mortgage interest payments and are generally made direct to lenders.

This note provides information on the use of bills of sale for consumer lending. In the process, it considers why such consumer loans are regarded as having the potential to cause detriment to vulnerable consumers. This note also looks at how bills of sale are regulated under the Consumer Credit Act 1974 and other measures, including the new Consumer Credit Directive (2008/48/EC). This Directive, adopted in April 2008, is designed to harmonise the regulation of consumer credit across the EU and to increase consumer protection. In the UK, the Directive will be implemented by new regulations which will come into force on 1 February 2011.
