| This note provides information on the use of bills of sale for consumer lending. In the process, it considers why such consumer loans are regarded as having the potential to cause detriment to vulnerable consumers. This note also looks at how bills of sale are regulated under the Consumer Credit Act 1974 and other measures, including the new Consumer Credit Directive (2008/48/EC). This Directive, adopted in April 2008, is designed to harmonise the regulation of consumer credit across the EU and to increase consumer protection. In the UK, the Directive will be implemented by new regulations which will come into force on 1 February 2011. | |
