27.08.2014The 2012 Child Maintenance Scheme
The Child Maintenance and Other Payments Act 2008 provided for a new, 'gross income' child maintenance scheme to replace both the existing means of calculating child maintenance, which was introduced in December 2012. All new cases are now being admitted to the new scheme. The Government intends to transfer all existing cases to the new scheme by 2017. This note provides an overview of the scheme's introduction and timetable for implementation.

06.11.2014Childcare Payments Bill
This is a report of the House of Commons Committee Stage of the Childcare Payments Bill. The Bill would introduce a new tax-free childcare scheme to support eligible parents with childcare costs. Under the scheme, the Government would provide 20 per cent support on costs up to 10,000 per year for each child via an online account. The Government would top up any payments made into the account, capped at a maximum Government contribution of 2,000 a year for each child.

This paper has been prepared for the Second Reading debate in the House of Commons. For information on the provision in the Bill relating to the introduction of Universal Credit, please see the complementary Library Research Paper, 11/24. Besides Universal Credit, the Bill proposes a number of other significant welfare reforms, including replacement of the current Disability Living Allowance, restriction of Housing Benefit entitlement to social housing tenants whose accommodation is larger than they need, time-limiting the payment of contributory Employment and Support Allowance to twelve months, and capping the total amount of benefit that can be claimed.
