Second Reading Committee

Second Reading Committees are set up on some occasions in the House of Commons to consider the principles of a Bill in the same way that the House itself does on a second reading. The purpose of Second Reading Committees is to save time in the Chamber. Only non-controversial Bills are referred to these temporary committees, typically non-controversial tax Bills. If a Bill passes through such a committee there is then no debate when the bill is reported to the House for its second reading.
