Scrutiny override

A Government Minister should not agree to an EU proposal in the Council of Ministers unless it has been reported on by the European Scrutiny Committee or the House of Commons has debated the proposal. This is known as the 'scrutiny reserve'. In exceptional circumstances a Government Minister may agree to an EU proposal in the Council of Ministers without the scrutiny measures described above taking place. This can only happen with the agreement of the European Scrutiny Committee, or if the Minister believes that there are special reasons (such as a threat to UK interests) for agreeing. This is known as the 'scrutiny override'.
