A Draft Bill is a Bill that has not yet been formally introduced into Parliament and enables consultation and pre-legislative scrutiny before a Bill is issued formally. A Draft Bill is considered in draft, often by a departmental select committee and this allows Members who are specialised in the subject to have early influence on the Bill. This process is known as pre-legislative scrutiny.
