48th Meeting of the Society of Clerks-at-the-Table (SOCATT)

The meetings of the Society of Clerks-at-the-Table will take place on Tuesday 26 and Wednesday 27 July 2011.


The Society was founded in 1932 by Owen Clough, a former Clerk of the Senate of South Africa. Since 1952 the Clerks of the two Houses of the UK Parliament have had responsibility for the administration of the Society. The Clerk of the UK House of Commons Overseas Office acts as Secretary to the Society.

The Society of Clerks-at-the-Table in Commonwealth Parliaments exists to:

1.         Provide a means by which the Parliamentary practice of various Legislative Chambers of the Commonwealth may be made more accessible to Clerks-at-the-Table, or those having similar duties, in any such Legislature in the exercise of their professional duties; and

2.         Foster among Officers of Parliament a mutual interest in their duties, rights and privileges.

SOCATT delegates should arrive on Sunday 24 July 2011.


Members of the Society of Clerks who are not otherwise registered for the annual conference are responsible for the cost of their travel and will be charged a fee of UK £880 to cover the cost of accommodation, some meals, transport and evening functions during the conference.

Fees must be paid in advance by bank transfer or by credit/debit card over the telephone no later than Friday 8 July 2011. Fees are payable only in UK £ Sterling.

The SOCATT secretariat have asked us to remind Clerks to ensure that their SOCATT membership fees are up to date. Payments should be made before 16 June in order to secure a place at CPC 2011. Clerks must still initiate their registration using the online system before Monday 6 June.


There have been a number of queries regarding the attendance of clerks at the Small Branches meetings.  Clerks from a Small Branch who are members of SOCATT and have registered for the SOCATT conference may wish to arrive earlier in order to assist their delegate(s) at the Small Branches conference. We have very little extra space in the Small Branches meeting room however we will facilitate the attendance of one clerk per Small Branch provided that the Clerk is a registered SOCATT delegate who is attending the SOCATT meeting.

The current SOCATT fee of £880 includes accommodation and a day delegate rate (to cover lunch, tea, coffee, etc) from the evening of Sunday 24 until Wednesday 27 inclusive. A SOCATT delegate also attending the Small Branches conference will be charged an extra fee to cover the cost of refreshments on Saturday 23 July, including the reception that evening. This cost will be £98. This would make a total fee of £880 (SOCATT delegate) plus £98 (Small Branches extension) = £978. This fee must be paid in advance by Friday 8th July.

Extra accommodation for the nights of Friday 22/Saturday 23 (as necessary) will also need to be booked and paid for by the individual. Please see paragraph 11 of the information circular for further details of booking accommodation at the Park Plaza Westminster Bridge or alternatively visit our accommodation page. Provided we know of such bookings we will work with the hotel to link the extra nights booked by the individual to the remainder of their stay during the conference so that delegates don’t have to change rooms.

The Friday night dinner at the Royal Commonwealth Society is by invitation only and because of space limitations SOCATT delegates attending the-Small Branches conference will not be invited.
