PLACE-BASED BUDGETS

That this House recognises that there needs to be an urgent and fundamental reform of the relationship between central and local government; commends the work of the Local Government Association (LGA) in drawing up a detailed plan for this reform; believes that a move to place-based area budgeting would save money, cut waste, remove bureaucracy and allow for better decisions to be made locally and accountably; and recommends that the Government takes up the LGA's offer to work alongside it to begin the process of reform immediately.
