    That this House congratulates the National Pensioners' Convention on its continued campaigning to improve the financial position of older people throughout the country; calls on the Government substantially to increase the basic state pension, and remove the need for means-testing of pension incomes; and further calls on the Government to restore the link with average earnings so that pensioners are able to pay their council tax bills.
