That this House calls for a review of the 22 year-old Barnett Formula under which Scotland has a huge funding advantage over the North East of England; notes that spending per head on education in Scotland is £863 and in the North East £686, health and social services spending is £1,271 and in the North East £1,090, transport spending is £180 to the North East's £133, industry spending is £171 to the North East's £119 and tourist industry spending per head is £5.85p to the North East's 16p; further notes that the Barnett Formula gives Scotland £5,271 per head and the North East £4,837; and calls on the Government to tackle the £1billion divide between spending in Scotland and spending in the North East of England.
