LONDON ORBITAL & EAST LONDON LINE EXTENSIONS

    That this House looks forward to an early start to the construction of the East London Line extensions and a London Orbital Rail network; notes that there is a great deal of goodwill towards both schemes from the strategic Rail Authority, the Greater London Assembly, the Mayor of London, Transport for London and the East London Line Group; notes that the funding for the East London Line extensions is included in the 10-year Transport Strategy; notes the inspector's report on the public inquiry into the Southern Link is now awaiting the decision of the Secretary of State for the Environment, Transport and the Regions; calls on the Secretary of State to give early authorisation to the East London Line extensions to Croydon and Wimbledon and to give a commitment in principle to a third extension to Clapham Junction opening the way to a London Orbital network linking the North, East, South and West London lines; and urges the Strategic Rail Authority and Transport for London to reach a speedy agreement on the funding and timetable so that construction can start in 2002 and be completed in 2005-06.
