FIFTH ANNIVERSARY OF THE SCOTT REPORT

    That this House notes the fifth anniversary of the publication of the Scott Report into the arms to Iraq scandal; shares the dismay recorded by the Quadrapartite Committee last year that the Government has not afforded greater priority to bringing forward a Bill to implement the recommendations made in the Scott Report; further notes that the draft bill to improve the transparency of export controls promised in the Queen's Speech has yet to be published; and urges Her Majesty's Government to publish without delay a new bill on strategic exports which will control arms brokering and shipping agents through registration and licensing of all deals, promote democratic accountability through prior parliamentary scrutiny of arms export licences to sensitive destinations, establish strict controls on licensed production and technology transfer, and establish a system for monitoring the end-use of arms after export.
