leave out from 'Improvement' to end and add 'deplores the lack of prior consultation on the proposed abolition; rejects the Government's proposed alternatives as wholly inadequate; and calls on the Government to abandon its plans to abolish CHCs and to focus instead on promoting an open debate on reform of CHCs to ensure that they provide a genuinely independent and effective voice for patiens in the NHS.'.

That this House notes that the National Health Service Plan proposes the abolition of the Community Health Councils and the redistribution of their functions between the Patient Advocacy and Liaison Service, patients' forums, advisory citizens' panels, local council all-party scrutiny committees and the Commission for Health Improvement; and calls for the Government to engage in a robust national debate and consultation on how to deliver effective patient empowerment by adding to the best of Community Health Councils and particularly by addressing the need for independence, integration locally and nationally, appropriate statutory powers and access to information and support mechanisms to identify and promote best practice.
