    That this House notes that the last Aviation White Paper was published 13 years ago; therefore welcomes the recent statement by the Department of the Environment, Transport and the Regions that the forthcoming Integrated Transport White Paper will set out some key policies on aviation as a framework for a strategy for the United Kingdom; urges that this strategy be developed jointly by the Government, the aviation industry, local authorities and other appropriate national organisations; and calls on the Government to ensure that the detailed strategy is in place within two years and in advance of the decision on BAA's application for a fifth terminal at Heathrow.
